What they tried to do (in the U.S. Senate) would have set a new standard for disastrous congressional work product.  So bad was this so-called "reform" 
that it staggers the mind how it could even surface after decades of failure to 
enforce our immigration laws. So lax is the enforcement, especially in States 
like Oregon, that our immigration laws are simply ignored by millions of illegals. This reform would have triggered a broader ignoring of our laws and increased illegalities while at the same time (making) even less likely any consequences for those entering the country illegally. 

For countless millions more it would have meant less consequences, fewer worries, more illegal immigration and access to trillions in USA citizen taxpayer dollars.  John McCain, George Bush et al. (were) either incredibly stupid or ethically bankrupt as they shamelessly pitched this scandalous reform as the only alternative to "rounding up and deporting 12 million people".  

As if there isn't a mountain of basic enforcement that could easily come about before any mass deportation would ever be necessary -- starting with prohibiting states from ignoring, facilitating and enabling illegal immigration as Oregon does.
